It is one aspect of the more foundational Pattern, Structure. Holarchy illustrates the systemic organisational pattern where systems of systems group together to form ever greater more complex systems. The number of levels needs to be balanced with the number of systems at each level. The role of Holarchy is to maintain order in the dynamic growth of complexity.

The principle of nested levels: the enduring health of a system depends on the balance and integration of the number of levels and the number of systems at each level, for a given context.
